Edit: memory is at 3600 16-15-15-32, 1.38v, apparently stable, and everything else is at stock settings. Tried messing with negative offset and PBO, no luck.

With 3960 at load you mean heavy load? or even gaming? because if it is heavy load, it is currently okay, if you enable pbo it could go to 4.1 at heavy load, for the rest it seems like just normal, PBO for me needs to be enabled on both settings to be really enabled, i dont know if it is a bug or what, but i found for a lot of stuff is better to have it disabled, i get the same performance but lower temps, just "lower" points on CB.
