Asus ROG CROSSHAIR VIII HERO (Wi-Fi) x570 won't POST Q-Code "8d" - intermittent

Hi Guys

My new system intermittently turns on, though does not POST. Q-Code: 8d, Q-LED: DRAM (yellow) - according to manual. Occurs every 1-2 out of 5 boot attempts. Issue is usually overcome by turning system off and on again.

Changed Corsair Vengeance RGB PRO DDR4 3200 CL16 memory for equivalent Kingston HyperX Predator RGB (HX432C16PB3A/8), the latter which is listed as officially supported memory according to QVL online.

So some updates on my 8D code issues.
I used default bios settings (only with some minor tweaks) for the last two weeks and I had 0 issues. Rock solid on 2103 version.
Then before I started again trying to set up my RAM running at 3600MHz I cleaned RAM contacts, DIMM slots, removed CPU cooler, resit everything, applied new thermal compound just to be sure I will never encounter 8D again 🙂
That didn't work (couldn't even boot @ 3000MHz) so I downgraded to 2010 version, reapplied all settings and I got my first successful boot @ 3600MHz !!
Then I started playing with the voltages in order to lower the temperatures.
So far I'm running these (without lowering performance) - 7019 points @ cinebench r20 and around 52x in single core. I'm pretty sure there's still room for improvement so I'm open to any suggestions.

I just noticed 2204 bios came out so I'll try that one too. 2010 doesn't really output the expected voltages (notice RAM is set to 1.36V but I actually get 1.352V)
I won't mind a 10% performance decrease if I can make it idle below 40 degrees C. Right now it sits between 42-47 with spikes up to 52-55 degrees (without me doing anything). Just trying to run a cool and quiet system, lol.

Just some notes:
- VDDSOC Voltage Override [1.06250] -> gives me 1.48V on idle.
- DRAM Voltage [1.36000] -> gives me 1.352 V

Setting CPU Core Voltage Offset any higher (meaning less voltage) than 0.08750 makes it unstable. Idle VCore seems to stay between 1.113 and 1.3x V

Bit of a backstory - TLDR below.
Had massive issues with several different BSOD popping up as of late.
System specs:
OS:
Win11 (latest version as of time of writing)
Motherboard:
Darkhero VIII - BIOS version 4602 (newest at time of writing this)
Memory:
Old RAM were some G.skill 3600Mhz 4x 8GB sticks not on the QVL, but within spec.
New RAM: Memory G.Skill Trident Z RGB, DDR4, 64 GB, 3600MHz, CL17 (F4-3600C17Q-64GTZR) - which are on the QVL afaik.
HHD:
1 TB Samsung NVME 970 plus and another 1 TB 970 (regular, not plus)
GPU: 
AORUS GeForce RTX 2080 SUPER WATERFORCE WB 8G (GV-N208SAORUS WB-8GC)
CPU:
AMD Ryzen 3900x
Cooling:
I run a custom waterloop - GPU barely ever hits 40°C and CPU never runs hotter than 50-60°C

I suspect this started with BIOS version 4602 but I'm not entirely certain to be fair.
I've had massive amounts of BSODs as of late and had 7-8 different error codes here and there where the PC would restart after the BSOD and then throw yet another different BSOD.
Pretty much did every test known to man and no amount of stress testing, CPU, RAM, GPU ever came up with a crash.
The really odd part was that I could fire up certain games and my PC would randomly start getting these BSODs and kind of loop between a lot of them until it screwed over the boot sector on the HDD.

- I've tried too many things troubleshooting wise to write them all here but will happily elaborate if people are bored enough to read an entire page.
A few pointers though. 
I excluded SSD drives and RAM as I tried swapping these for brand new ones, to no avail.
I also tried reinstalling windows 11 like 7-8 times from scratch - diskpart - clean the entire disk etc. all this nonsense.
I ran memtest86 on the old G.skill ram came up with no errors.
Some of the BSODs I had were hinting at a RAM issue, regardless of my memtest not showing diddly f.... all.
So I went and got the Trident sticks which were on the QVL list, after a friend recommended this.
This seemed to have stopped the various BSODs I were getting (checked event log a LOT and found none so far)

TLDR part:
However....
During the last week or so I've had issues where I turn on the PC (cold start) - and it kinda turns on for a second, shuts off - and then powers on normally.
It has also started having issues with simple restarts.
My PC has never done this before, ever. And the only thing I had changed recently were the fancy RBG RAM sticks.

Symptoms include this Q-code 8d you guys are having, specifically when I RESTART the PC.
It works fine from a cold boot - except the PC powers on for 1 second, then shuts off and then powers on normally.

I have not touched any sort of voltage, but run the DOCP profile for the RAM at 3600Mhz which is well within spec.
My previous RAM did not have LEDs with RGB crap in them, so I figured I'd try and turn all this RGB nonsense off.

So I decided to try and turn the LEDs off in Armory Crate.
The Q-code 8d after restarts disappeared after turning off the LEDs on everything in the Asus Armory Crate software.
However, during POST (before hitting Windows 11 login screen) the RAM still lights up with their RBG nonsense.
Nothing else lights up.
Once you hit the login screen for windows and the software starts - the RAM also turns off the LEDS.
