I am also unable to reactivate (possibly a Microsoft server error) - but beware if you're planning on seeing if this BIOS update fixes the 40 series GPU issues...

i also have the same problem. i updated to BIOS 3402 and now my Windows 11 Pro is not anymore aktiv.
i don't have an Product Key and i am getting an error, when doing the "troubleshooting" in System > Activation
Windows has reported that your device's hardware has changed. Error code: 0xC004F221

Hi, this error code is indicating to hardware change or major software change, (usually BIOS), the key that was used prior to the change cannot be used as the system is not albe to find and link the key back.
Open a cmd as administrator and share the output of this command :
slmgr /dlv
If you are not even able to run this command, that will mean you don't have a key.

It is a common issue. Mine also did that on my B550-A last month Logged a call with Microsoft and their forums are flooded with users with the same issue. It is since they blocked the win7/8 to win 11 free upgrade loophole. I had a spare key to use, have not tried my old key to see if it will activate again.
